[usuallypassive] (formal) to make a decision about sb/sth based on the facts that are available:
[VN-ADJ] The company was adjudged bankrupt. * [VN-N] The tour was adjudged a great success. * [VNtoinf] The reforms were generally adjudged to have failed.
HELPNOTE This pattern is only used in the passive.
